For Kazakhstan
Adoption Process: To begin the adoption process the adoptive parent(s) must file a I-600 Immigrant Petition for Orphan (Adoption) with the Bureau of Citizenship and Immigration Services (BCIS) previously know as the Immigration and Naturalization Service (INS). Our agency will send you the Adoption packet a long with instructions on how to fill the forms out.

After the adoptive parents a have received their Approval to Adopt / the I-I71 H Approval Letter they will begin to prepare their dossier.

A.D.O.P.P.T., INC. will send the adoptive parents a complete notebook with forms and examples of how to prepare the dossier. Once the dossier is complete it will be sent to a translator and be hand delivered to the Kazakhstan Consulate in New York to be Authenticated. The dossier will then be forwarded to our coordinator and be hand delivered to the Ministry of Foreign Affairs in Astana to be registered to indicate the intention to adopt a Kazahstani orphan. Once the dossier has cleared each state of processing and the parents have cleared the final security check, the Guardianship body will issue a letter inviting the parents to travel to Kazakhstan to apply for adoption. This letter is necessary for the parents to obtain a Kazakhstani visa. This process takes approximately 1 to 3 months

After approval the adoptive parent(s) will visit the orphanages to select a child or siblings. The Kazakhstani law does not allow the adoption of two unrelated children. After a child/children has been selected the adoptive parent(s) must visit him or her for a minimum of 14 days, commonly known as the bonding period. Next the parents will petition the court for adoption and wait for the adoption to become final.

After the court’s decision is final the adoptive parents will apply for the court decision, adoption certificate, the child’s birth certificate, child’s passport and Kazakhstani exit visa. Our coordinator will greet you at the airport and assist you in all of the necessary adoption processes in Kazakhstan. A child adopted from Kazakhstan must obtain and immigrant visa before entering in the U.S.A. This form is called the Application for Immigrant Visa and Alien Registration Form DS-230 Part I & II. Our agency will provide this form.

Parent's stay in Kazakhstan will be 2-3 weeks once child has been selected.
