TO THE KAZAKHSTAN PROGRAM
Kazakhstan Republic is located in Central Asia sharing
its borders with Russia, China, Kyrgyzstan, Uzbekistan,
and Turkmenistan.The capital city of Kazakhstan is Astana
which is located in northern Kazakhstan. Astana replaced
Almaty as the republics capital in 1997. The U.S.
Embassy is located in Almaty and this is where the immigrant
visas are processed.
There are many available children in Kazakhstan currently
living in orphanages and baby houses. Adoptable children
range from age 6 months to 15 years of age. Most of these
children will be of Kazakhstani decent, but many Russian
and Ukrainian children of Caucasian decent are available
as well. Children are placed in orphanages and baby houses
for different reasons. Many are given up at birth and
in such cases the birth mothers have voluntarily relinquished
their rights to the child and often the father is not
identified. It is not unusual for the birth mothers to
abandoned their child in a public place and wait until
someone picks the child up due to financial problems.
When children are abandoned the custodianship and guardianship
bodies of the local Departments of Education try to locate
the parent(s). If the parent(s) can not be located the
children are placed in the baby houses and orphanages.
Often Kazakhstani authorities must estimate the age of
the child and give the child a name. Before a child can
be adopted internationally he or she must be on a local
registry for 3 months and then on the national registry
for an additional 3 months.
